General Scope of Work:
Qualification Standards:

Education      : Master's Degree

Experience    : Four (4) years experience in Management and Supervision

Eligibility        : Career Service Professional or Second Level Eligibility

Training         : Forty (40) hours training in Management and Supervision

Duties and Responsibilities:
  1. Oversee the CGO III and IV in monitoring the performance of the GOCCs under the division vis-à-vis the GOCCs’ established objectives and targets;
  2. Evaluate the overall financial condition of the GOCCs under the division, including the financial position and financial performance at the end of a given year, through financial statement analytics, among others, to determine such GOCCs’ financial viability and ability to sustain its own operations;
  3. Oversee the CGO IV in the review and evaluation of the performance and determination of the relevance of the GOCCs under the division, to ascertain whether such GOCCs should be reorganized, merged, streamlined, abolished or privatized in consultation with the department or agency to which the GOCC is attached;
  4. Provide substantial inputs to the Director III on the request of the GOCC under the division, for the GCG’s provision of technical advice and assistance to the government agencies to which the GOCCs are attached, in setting performance objectives and targets;
  5. Work with the Director IV in providing substantial inputs to assist the Commission in the establishment of Performance Evaluation Systems, including Balanced Scorecards, for GOCCs under the division;
  6. Oversee the coordination, monitoring, evaluation and assessment of operations, performance and management of GOCCs under the division, ensuring its alignment and consistency with national development policies and programs;
  7. Oversee the formulation and recommendation of policy reforms and guidelines on the provisions of government support to GOCCs under the division;
  8. Lead Officer (CGO) in the review and evaluation of recommendations to classify/sub-classify the GOCCs under the division;
  9. Represent the sector/division, as directed, in discussion of issues relating to GOCCs assigned; and
  10. Perform such other duties as may be assigned by the immediate supervisor.
