General Scope of Work:
Qualification Standards:

Education      : Master’s Degree

Experience    : Four (4) years experience in Management and Supervision

Eligibility        : Career Service Professional or Second Level Eligibility

Training         : Forty (40) hours of training in Management and Supervision

Duties and Responsibilities:
  1. Supervise the CGOs in the review and evaluation of the performance and determination of the relevance of the GOCCs under the division, to ascertain whether such GOCCs should be reorganized, merged, streamlined, abolished or privatized in consultation with the department or agency to which the GOCC is attached;
  2. Lead Officer (CGO) in the request of GOCCs under the division, for the GCG’s provision of technical advice and assistance to the government agencies to which the GOCCs are attached, in setting performance objectives and targets;
  3. Oversee the CGOs in the monitoring of the performance of GOCCs under the division vis-á-vis the GOCCs’ established objectives and targets;
  4. Lead Officer (CGO) in the review of existing policies affecting the government corporate sector;
  5. Direct and supervise the CGOs in the formulation and recommendation of policy reforms and guidelines on the provision of government support to GOCCs under the division;
  6. Lead Officer (CGO) in providing substantial inputs to assist the Commission in the establishment of Performance Evaluation Systems, including Balanced Scorecards, for GOCCs under the division;
  7. Supervise the CGOs in the review and evaluation on the recommendation to classify/sub-classify the GOCCs under the division;
  8. Direct and supervise the CGOs in the review and evaluation of proposals from any government agency that is under the division, to either: (i) establish a GOCC or related corporation under the Corporation Code; or (ii) purchase a corporation or acquire the controlling interest therein;
  9. Oversee the CGOs in the coordination, monitoring, evaluation and assessment of the operations, performance and management of GOCCs under the division, ensuring its alignment and consistency with the national development policies and programs;
  10. Supervise the CGOs in preparing performance reports of GOCCs under the division;
  11. Represent the sector/division, as directed, in discussions on matters pertaining to the GOCCs under the division; and
  12. Perform other duties as may be assigned by the immediate supervisor.
