The Governance Commission for GOCCs (GCG), in compliance with the PCW-NEDA-DBM Joint Circular No. 2012 – 01 Re: “Guidelines for the Preparation of Annual Gender and Development (GAD) Plans and Budget and Accomplishment Reports to implement the Magna Carta for Women”, implements gender perspective policies, plans, programs, activities and projects (PAPs) to carry out the law’s procedural, policy and sectoral program requirements. 

Since 2013, the GCG has proven its dedication to address identified women and gender issues in the workplace through conduct of specific activities as indicated in the approved annual GAD plan and budget. 

Furthermore, the Governance Commission created a GAD Focal Point System, a group which consists of representatives from the agency’s Divisions and Offices, to ensure that GAD issues and concerns, gender equality and women’s empowerment be mainstreamed within the Commission.

The GCG aims to accomplish the following objectives in 2016:

1. Organization – Focused Objectives:

  • To adopt a gender mainstreaming policy and the changes in existing GCG policies and guidelines to ensure gender mainstreaming in all GCG operations.
  • Organization capacitated on GAD and strengthened to make its programs (PAPs) gender responsive.
  • To prepare the 2015 GAD Accomplishment Report and 2017 GAD Plan and Budget.
  • Review system for generating sex-disaggregated data/statistics and to institutionalize a gender responsive monitoring and evaluation.

2. Client – Focused Objectives:

  • Gender responsive ICRS.
  • To strengthen GAD mainstreaming to the GOCCs.

The GCG kicks-off the gender mainstreaming through its participation in the 2016 Women’s Month. In observance of the Proclamation No. 227 s. 1988, whereas the month of March, 1988 and every month of March thereafter has been declared as the “Women’s Role in History Month”, the GCG has organized a month-long of GAD training and seminars for GCG personnel, highlights listed below.

In participation to the Proclamation No. 227 s. 1988, the annual conduct National Women’s Month Celebration which aims to give due recognition to the contributions of Filipino women in our society, GCG organized a month-long of GAD training and seminars for GCG employees. 

The following are the highlights of the activities:

ACTIVITY 1 : ORIENTATION ON STRESS AND TIME MANAGEMENT IN RELATION TO GENDER ISSUES

As part of this activity, each group was directed to portray different scenarios. The goal of the activity is to promote to the participants that accomplishing goals in a fun way will make a difference in managing the day’s activities.

Ms. Katherine Viñegas, a member of the National Gender Resource Pool, conducted a training on the objectives of Gender and Development (GAD) and how it aims to address the existing gender issues of our country..

Atty. Christina Faye M. Condez, GCG Commission Secretary, delivered a talk on how to recognize and respond to sexual harassment in the workplace – one of the programs of the Governance Commission for 2016 which aims to promote GAD awareness in the organization.
